Passover precedes commandment. God first delivers his people Israel out of slavery in Egypt and only then does he tell them how he wants them to live in the Ten Commandments. In other words, our relationship with God is based upon his action to rescue us from sin and make us his people, not upon our ability to keep his commands. The Ten Commandments are thus "house rules", ways God wants his people to live once they become his people, not ways to get into his family.
